Immortalized by Venetian painter Cana?letto, it forms the graceful backdrop to a million tourist snaps of Venice?s famous Rialto Bridge. But a plan to convert a 500-year-old palazzo into a department store has met with hostility here.

The Renaissance building, known as the Fondaco dei Tedeschi, overlooks the Grand Canal and was built in the early 16th century as the headquarters for German merchants. In the 20th century it became Venice?s main post office, but has stood empty and unused for several years.

Now there are plans to refurbish the building and slice off part of its roof to form a terrace with a panoramic view.

Italia Nostra (Our Italy), a heritage group, says the ?very serious alterations? will gravely compromise the architectural integrity and historical identity of the building. Nonsense, says the mayor of Venice, who is backing the plan. The project is due to begin by December 2012.

Gang-raped, half-strangled, set on fire: Teen dies

A teen who prosecutors say was gang-raped, strangled and then set on fire has died, a hospital official said on Thursday. Oksana Makar's case sparked public protests in Ukraine.

Hundreds of people took to the streets earlier this month after police released two of 18-year-old?Makar's three suspected attackers. Their?parents reportedly had political connections and the?move?re-ignited a public debate on corruption in the ex-Soviet republic.


Makar's plight gained further attention when her mother, Tetyana Surovitska,?encouraged her to describe the?ordeal in a video clip uploaded to YouTube.

In the video?Makar calls for her attackers to be castrated and imprisoned, according to local English language newspaper Kyiv Post.?It named the suspects as Yevhen Krasnoschek, 23; Maksym Prisyazhnyuk, 24; and Artem Pogosyan, 22.

The three were arrested, but two -- whose parents had political connections -- were released without charge. They were re-arrested after the intervention of President Viktor Yanukovich who sent an investigating team to the town of Mykolaiv in southern Ukraine.

'Her heart activity stopped'
Interior Minister Vitaly Zakharchenko confirmed earlier this month that the parents of at least one of the three suspects were former government officials in the Mykolaiv region.

"Lung bleeding began and then her heart activity stopped," said Emil Fistal, head of the specialist burns unit whre Makar was taken for treatment.?"We tried three times to revive her with defribillation."

According to local media reports, Makar met two of the three accused in a bar on March 10. After spending some time there with them, she?went to the apartment of the third.

The reports say she was then raped and one of the suspected attackers tried to strangle her with a cord. They subsequently wrapped her in a blanket, took her to a pit on a building site and tried to set her body on fire before escaping.

She was found by a passing motorist and taken to hospital with serious burns. She had both feet and an arm amputated in surgery, according to the reports.

The Kyiv Post also published what it said was leaked video of one of the three suspects? interrogation.

In that clip, the suspect, apparently Krasnoschek, said he was only trying to burn a pillowcase they had accidentally taken with them.

After disposing of Makar, the three suspects went to the supermarket to buy more vodka and, after that, stopped at a street kiosk for tea.

The BBC reported there have been several protests in Mykolaiv and elsewhere in Ukraine, including Odessa and Kharkiv, about the case and its handling by authorities.

Guard Soldiers lead New York St. Patrick's Day Parade once more

NEW YORK (March 20, 2012) -- Step by step, and block by block, the Soldiers of the New York National Guard's 1st Battalion, 69th Infantry, led the St. Patrick's Day Parade up Fifth Avenue, just as they have every year since 1851.

This year's parade, dedicated to "All Veterans of All Services and Branches," brought together Soldiers old and new. They marched in the shadow of New York's skyline -- 90 blocks in all.

Spc. Brendan O'Connor, a Soldier at his first parade, marched at the front, holding the banner for the Headquarters and Headquarters Company, 1st Battalion, 69th Infantry Regiment.

Being able to march in the St. Patrick's Day Parade was something the Sailorsburg, Pa., resident said he was especially proud about, due to his Irish heritage. "100 percent (Irish)," he said, beaming.

Further back in the parade marched Pfc. Liliam Sotomayer, a Soldier who previously had only been able to see the parade on television.

"It's good being able to do this," said Sotomayer, who moved to Brooklyn from Ecuador three years ago. "It's part of the culture here in New York."

For some of the more experienced Soldiers, the parade is annual institution.

Staff Sgt. Jerieme Murrell, a motor sergeant with Foxtrot Company, 427th Brigade Support Battalion, said he's lost track of how many parades he's marched in.

"It's a tradition, like a family reunion," explained Murrel, an Amityville, N.Y. resident. "Every year you go to it."

"Many people don't realize exactly how much planning goes into this parade every year," said Lt. Col. James Gonyo, the battalion commander of the 1-69th. "It involves gathering together a team of approximately 100 Soldiers who begin preparation as early as the October prior."

The 100-Soldier team is responsible for arranging everything from event parking to music, which consists of a military band and a traditional bag piper, all the while staying true to the standards and traditions the 69th Infantry has upheld for years.

"The 69th has been coordinating the St. Patrick's day parade for the past 162 years," said Gonyo. "We have a reputation to maintain and, in addition, we have to honor our regiment's Irish heritage."

The 69th Infantry traces its lineage to leaders of a revolt in Ireland in 1848. The leaders of the failed "Young Ireland" revolt created and trained a brigade of Soldiers of Irish descent in order to fight for liberation of their homeland in the future, which is the brigade that eventually formed the 69th Regiment of New York State.

Though the modern Regiment consists of Soldiers of all ethnic groups and religions, the 69th traditionally prefaces the parade with a Mass held at St. Patrick's Cathedral for Soldiers killed in action.

Irish Wolfhounds are prominent in on the regiment's coat of arms, and it was the traits and disposition of the Irish Wolfhound that inspired the 69th's motto "Gentle When Stroked, Fierce When Provoked."

In addition, Soldiers don sprigs of the Boxwood tree on their name tags in order to commemorate the Battle of Fredericksburg in 1862. With their green battle flag torn, the Soldiers of the 69th wore the plant on their blue uniforms so they could carry some green into combat with them as they charged the Confederate lines.

The officers and senior sergeants traditionally carry Irish fighting sticks made from the Irish Blackthorne tree tucked under their arms during the parade.

"It's the little details and the little nods to the Regiment's history and traditions that make the parade special to so many involved," said Gonyo.

And though the planning and preparation leading up to the parade can be very stressful at times, Soldiers know exactly what to do each year and treat the planning as they would any staff exercise, said Gonyo.

"The parade is something that can be enjoyed by everyone," said Gonyo. "If people view the event as a party, as though its creation were effortless, it means that we as a unit have succeeded."

Ed Dunn Jr., a Brooklyn resident and a Soldier with the 69th from 1965 to 1974, is one of those who see the event as a good time. Dunn marched with the Veterans Corps of the 69th in this year's parade.

The corps, comprised of former members of the 69th, aims to preserve the history of the regiment and to foster camaraderie, morale and welfare of the 69th's Soldiers and families.

"We always act with them, march with them, support them," said Dunn. "It's an honor. We're really proud to be part of the 69th."

All in a row, these Soldiers old and new walked the 90 blocks from the 69th Regiment Armory on Lexington Avenue to 86th Street and back. They marched past St. Patrick's Cathedral, where earlier in the day they listened to Cardinal Edwin O'Brien, a Bronx native and a chaplain during the Vietnam War, talk about their sacrifice.

"I am struck in awe by the Fighting 69th," O'Brien said. "The many members of the 69th here have very much kept alive the tradition of the Irish brigade in tours to Iraq and Afghanistan the past few years."

Finally, at the end of the 90 blocks, they marched back into the Armory, where Gen. Martin Dempsey, chairman of the Joint Chiefs of Staff and an honorary member of the regiment, led the Soldiers in the chorus of "Garry Owen," a traditional Irish tune adopted as the regimental song by the 69th.

The regiment received its nickname as the "Fighting 69th" from Confederate Gen. Robert E. Lee during the Battle of Malvern Hill in 1862 in Virginia.

Unlike their colorful wings, the future of Monarch butterflies may not be too bright and their numbers are expected to be alarmingly down again this year, says a Texas A&M University researcher.

Craig Wilson, a senior research associate in the Center for Mathematics and Science Education and a long-time butterfly enthusiast, says reports by the World Wildlife Fund, private donors and Mexico's Michoacan state show that Monarch numbers will be down almost 30 percent in 2012 as they make their annual trek from their breeding grounds in Mexico and move across Texas.

The figures show an alarming decades-long decline in their numbers, Wilson says, adding that it is best "that we take the long view rather than yearly cycles.

"The latest information shows that Monarchs will be down from 25 to 30 percent this year, and that has been part of a disturbing trend the last few years," Wilson notes.

"Last year's severe drought and fires in the region no doubt played a part, resulting in less nectar for the Monarchs as they migrated south. But estimates show that each year, millions of acres of land are being lost that would support Monarchs, either by farmers converting dormant land for crop use ? mainly to herbicide tolerant corn and soybeans ? or the overuse of herbicides and mowing. Milkweed is the key plant because it's the only plant where the female will lay her eggs."

The loss of such lands is a critical factor in the Monarchs' survival, Wilson explains.

"Chip Taylor, who is the director of Monarch Watch at the University of Kansas, estimates that 100 million acres of land have already been lost that previously supported Monarchs," Wilson notes.

Most of the Monarch reserves are in the Mexican state of Michoacan. It's an area where Monarchs spend the winter and mate before heading north, Wilson points out.

In the spring, the butterflies leave Mexico and across Texas, and Wilson has noticed both eggs and young Monarch caterpillars feeding on milkweed in the Monarch Waystation, a butterfly garden outside his office. The adults will fly various routes through Texas, with the fourth generation eventually arriving in Canada.

This year, according to the Texas Monarch Watch, Monarchs covered about 7.14 acres of forest in their Mexican breeding grounds compared to 9.9 acres last year, and it shows a continued long-term downward trend in Monarch population since official surveys began in 1994.

Wilson says there has to be a national effort to save Monarchs or their declining numbers will reach the critical stage.

"We need a national priority of planting milkweed to assure there will be Monarchs in the future," he says. "If we could get several states to collaborate, we might be able to promote a program where the north-south interstates were planted with milkweed, such as Lady Bird Johnson's program to plant native seeds along Texas highways 35-40 years ago. This would provide a 'feeding' corridor right up to Canada for the Monarchs."

Islamists seek influence in Syria uprising

BEIRUT (AP) ? The gunmen in eastern Syria, wielding grenade launchers and assault rifles, announced on the Internet they were forming the "God is Great" Brigade and joining the country's rebellion. They swore allegiance to the Free Syrian Army and vowed to topple President Bashar Assad.

But unlike many other rebel bands, they wrapped their proclamation in hard-line Islamic language, declaring their fight to be a "jihad," or holy war, and urging others to do the same.

"To our fellow revolutionaries, don't be afraid to declare jihad in the path of God. Seek victory from the One God. God is the greatest champion," the brigade's spokesman said in the January video. "Instead of fighting for a faction, fight for your nation, and instead of fighting for your nation, fight for God."

As Syria's uprising evolves into an armed insurgency, parts of the movement are taking on overt religious overtones. Islamic movements in and out of the country are vying to gain influence over the revolt in hopes of gathering power if Assad falls.

The Islamists' role complicates choices for the United States and other nations who say they want to help the opposition without empowering radicals; a string of anti-regime suicide bombings have raised fears of al-Qaida involvement.

The groups diverge from violent jihadi movements to political moderates like the Muslim Brotherhood, which has already used the Arab Spring revolutions to vault to power in Tunisia and Egypt elections.

Their growing influence is seeding divisions within an already fractured opposition. A week ago, several prominent figures quit the Syrian National Council, the body of exiles that has tried to emerge as the opposition's political leadership. They complained the fundamentalist Brotherhood dominates the group.

The council is "a liberal front for the Muslim Brotherhood," said Kamal Labwani, a veteran secular dissident, who broke away. He said the Brotherhood was trying to build allegiances on the ground in Syria.

"One day we will wake up to find an armed militia ... controlling the country through their weapons," Labwani said.

The U.S. has rejected sending arms to rebels, fearing a sectarian civil war. U.S. officials also warn that al-Qaida's militants in Iraq are infiltrating Syria ? worries heightened by attacks in Damascus and Aleppo using al-Qaida's signature tactic, suicide bombings.

An Islamic militant group, the Al-Nusra Front, on Tuesday claimed responsibility for a double suicide bombing that killed 27 people in Damascus over the weekend. The group appears to be a front for al-Qaida's Iraq branch, said a U.S. official, speaking on condition of anonymity to discuss matters of intelligence.

Judging the extent of Islamist influence in Syria's uprising is difficult, in part because Syria has largely prevented journalists from reporting on the conflict.

Opposition activists are reluctant to talk about any Islamist role because Assad's regime depicts their movement as solely a campaign by terrorists and Islamic radicals. Such rhetoric is highly effective in scaring religious minorities and moderate Sunnis away from supporting the uprising.

But activists acknowledge Islamists could have appeal for an opposition bloodied by Assad's brutal campaign against the uprising, which the U.N. says has left more than 8,000 dead.

"Repression breeds extremism," said Omar, a student activist in Damascus. "People left on their own will resort to anything and anyone to help them." He gave only his first name for fear of reprisals.

Syria's uprising is profoundly divided. The revolt has been led by the country's Sunni Muslim majority and reflects the community's diversity, from the secular to the religious, united by the drive to oust Assad.

? There are the masses of peaceful protesters around the country, organized largely by local youth activists. These tend to reflect the makeup of towns or cities where they take place ? some areas are more conservative than others. Since protests began, organizers have sought to keep them non-ideological. Protests are often festive in tone, with dancing and songs. But slogans for "jihad" have popped up in some places.

? There are the armed rebels ? soldiers who defected from Assad's army and locals who have taken up weapons. Usually, a unit of defecting soldiers or other fighters in a particular area announces the formation of a "brigade," often in an Internet video like that of the "God is Great" Brigade, a group of fighters in the eastern region of Deir el-Zour.

Most declare nominal allegiance to the Turkey-based Free Syrian Army. But the brigades appear to be largely on their own in finding weapons and organizing.

Some brigade videos feature no Islamic rhetoric, while others are rich with the rhetoric of ultraconservative movements ? suggesting they back hard-line agendas.

The Free Syrian Army's leadership in Turkey is secular-leaning, and there have been reports of frictions with the Brotherhood that have made the army reluctant to work closely with the council.

Ultraconservative Islamists known as Salafis are gaining ground among some factions. Salafis preach a strict doctrine similar to that in Saudi Arabia and contend that no law but Islamic Shariah law is permissible.

Sheikh Adnan al-Arour, a Syrian Salafi cleric based in the Gulf, regularly appears in fiery monologues on Saudi TV channels calling for jihad against the "infidel" Assad regime.

His influence is shown by the open allegiance declared by several rebel brigades. One, called the "Supporters of God Brigade" in Hama, praised him as "the leader of the revolution" in February.

? Finally, there is the Syrian National Council, the 270-member group made up mainly of exiles headed by secular dissident Burhan Ghalioun. It has tried with little success to gather the opposition under its umbrella.

A video posted on YouTube last week showed a former Syrian Brotherhood leader, Ali Sadr el-Din Bayanouni, admitting the Brotherhood nominated Ghalioun as council leader merely as a "front" more easily accepted by the West.

"We did not want the Syrian regime to take advantage of the fact that Islamists are leading the SNC," Bayanouni says in the video.

A London-based Brotherhood spokesman, Zuhair Salem, denied the group was trying to dominate.

"We joined the revolution to bolster it, not to control it," he said.

The Brotherhood has had no organization on the ground since the 1980s, when it waged a violent campaign, assassinating regime figures. Assad's father Hafez Assad retaliated by almost destroying their main stronghold, the city of Hama, killing thousands and sending members fleeing abroad. Since then, mere Brotherhood membership has been punishable by death.

Ex-council member Labwani and others in the opposition say the Brotherhood is using the council to rebuild by distributing money and weapons, key levers for influence. The Brotherhood has a powerful donor network among members in exile and supporters in oil-rich Gulf countries.

Khalaf Dahowd, from the opposition group the National Coordination Body, said Brotherhood domination of the council "has led to doubts and suspicions among the more secular factions in Syria about the post-Assad period."

It is unclear how much weaponry is reaching rebels, most of whom complain they receive no outside help. That illustrates the difficulty of any group dominating the opposition amid the divisions and regime onslaught.

But Islamists appear to be maneuvering for their chance, said Bilal Saab, a Middle East expert at the Monterey Institute of International Studies in California.

The Brotherhood "are lying low, waiting to see how events unfold and reap the fruits of the fight."

Auctions. An auctioned home is one of the riskier types of foreclosed property purchases, as he buyer often has a limited window of time to view the property, and no opportunity for a proper home inspection.

?These ?as-is? properties can be a great deal for the seasoned real estate investor who knows what to look for. If you?re new to the field, purchasing a foreclosed home at an auction could be devastating financially when major unseen problems arise,? warns Rand.

Ask anyone to name the greatest philanthropists of all time ? Jewish or otherwise ? and they will invariably identify people known for giving away huge sums of money. From Rockefeller to Rothschild, from Buffet to Blaustein, from Morgan to Montefiore, most of us have come to equate philanthropy with the charitable contributions of people of immense wealth.

And justifiably so; quite recently, much attention has been directed to the nearly 70 high net worth individuals and families in America who have signed the Giving Pledge, publicly declaring their intent to spend hundreds of millions, even billions, of dollars during their lifetime in an effort to help redress the most vexing and complex societal challenges of our day.

The impact of this kind of giving cannot be overstated. When given strategically, effectively and with an eye toward accountability, huge grants have the potential to accelerate the pace of positive change in many situations and even completely ameliorate others.

And yet, philanthropy is not about money alone.

If we turn back the hands of time all the way to the origin of the word ?philanthropy,? we discover that it is actually a derivation of the Greek word philanthropos, one that translates into ?the love of what it means to be human.?

Put another way, a philanthropist is actually anyone who undertakes to improve the quality of human life and, in turn, to increase the general well-being of humankind. It is the pursuit of tikkun olam ? striving to make the world a better place ? that renders someone worthy of being called a philanthropist, not the amount of money they spend in that effort.

Indeed, while financial contributions are central to addressing some of the most entrenched challenges the world is now confronting, philanthropy is actually at its best when it combines the giving of both time and money. As we learn in the Talmud, the imperative for Jews to give of themselves derives from the values of chesed (loving-kindness) and tzedakah (justice); gemilut chasadim (acts of loving kindness), however, are actually considered greater than acts of tzedakah because the latter centers solely around money whereas the former can include both money and service.

The giving of time and the giving of money are both essential and worthy endeavors in and of themselves. But they are even more powerful when combined. Together, they can enable us to really understand a particular issue, to build relationships with those affected by it and to create partnerships with those best positioned to achieve substantive change.

Those of us who have the privilege of working in the Jewish world are witnessing the convergence of these two trends: 1) a renewed focus and energy on Jewish giving, both within the foundation world and among new donors; and 2) a heightened spotlight on serving others, especially among young Jewish adults eager to explore their culture, their faith and their ties to Israel.

That is why I am more optimistic than ever about the future of Jewish philanthropy.

A recent study by the Institute of Jewish & Community Research (IJCR), Following the Money: A Look at Jewish Foundation Giving, found that Jewish foundations remain committed to Jewish causes and continue to have an enormous impact on the Jewish world and beyond, despite severe and ongoing economic challenges.

According to the IJCR report, approximately $335 million of the funds distributed by the 56 largest Jewish foundations went to Jewish causes in 2009 and 2010. The study also reports that as the number of foundations in the U.S. increased to 76,545 between 1999 and 2009, an estimated 10,000 of them made grants to Jewish causes.

In this landscape, with the rise of technology and online tools expediting the giving process, new foundations and younger donors are emerging to support both Jewish and universal causes, with contributions to the latter often being a direct expression of the Jewish values of those donors.

Indeed, in a world where anyone can be a donor, young people are increasingly using new channels to give small amounts of money to specific causes to which they feel connected. Though the $5 donors, as they are often called, may seem insignificant now, many nonprofits have had enormous success inspiring them to share causes virally with their vast social networks, as well as building long-term relationships that studies show will result in more giving as the donor ages.

This is key, as it is a harbinger of further involvement and giving. After all, young people are more loyal to relationships than to institutions, and they want to be actively involved in defining the experiences and organizations in which they participate. They have a more holistic definition of success for their lives ? one that balances time spent earning with time spent serving.

They also bring a unique skill set to the table ? well versed in technology, naturally inclined toward network theory, they can build websites, create videos and use new media tools to maximize awareness of some of our most entrenched challenges.

Jews are among those at the nerve center of this growing movement of young people who do not just want to pay to build the trenches ? they actually want to work in them. Passionate about their ability to make a positive impact on the world, they are joining Teach For America in droves, traveling abroad with American Jewish World Service and serving domestically with Avodah.

As a community, we must figure out how to make the most of this convergence of the worlds of time and money. By taking full advantage of human as well as financial capital, we will ensure a stronger Jewish future and deepen our impact on the broader world.

Jewish philanthropy came of age in an era where people expressed their Jewishness in specific ways ? by joining a youth group, attending synagogue and giving a donation to their local federation and to Israel. By extension, federations often counted money and gifts received without correlation to people volunteering in the Jewish community, and for a long time that worked well.

In the 21st century, however, Jewish philanthropy will need to reflect the much more multifaceted expressions of Jewish identity. Organizations like Repair the World and Moishe House are leading the way by creating more opportunities for young people to serve, both in a Jewish context and in nonsectarian programs with Jewish framing. They are creating connections and experiences, as well as enabling young givers to contribute in ways that unite their Jewish and universal values, thereby fostering a lifelong commitment to social responsibility.

The landscape is not and will not be without its challenges, of course ? an economy that is still causing financial stress and raising issues of sustainability and leverage, less communal giving via federations and the increasingly complicated relationship between Diaspora Jewry and Israel that could impact giving to the Jewish State, to name but a few.

But in thinking about the opportunities and challenges ahead, our focus must remain on how we use the vast network of resources at our disposal to secure a vibrant future for the Jewish people. Indeed, we are blessed to have many passionate, committed individuals, organizations, institutions and funders, each of whom brings a unique set of strengths and relationships that are vital to ensuring this future.

The ideal formula will depend on a generosity of both time and money. As a result, the future Abraham Joshua Heschels, Ruth Messingers and Ralph Goldmans will not just be considered great leaders ? they will be considered great philanthropists, and Jewish philanthropy will enjoy the best of both worlds.

Russell Brand arrested over iPhone toss

NEW ORLEANS (Reuters) - Russell Brand was taken into custody by New Orleans police on Thursday and booked for simple criminal damage after a photographer accused the British comedian and actor of grabbing his iPhone and tossing it through a window, authorities said.

Bail was set at $5,000 for Brand, said New Orleans police spokesman Officer Garry Flot. Brand was released shortly after his arrest, according to the Orleans Parish Sheriff's Office.

Celebrity website TMZ posted photos of "Get Him to the Greek" star Brand, in a dark jacket and torn jeans pulling an iPhone from a man in a car. Another photo on the site shows a broken window through which Brand was said to have thrown the phone.

The paparazzi photographer filed a police report over the incident, which happened on Monday.

Flot said he did not know where Brand was arrested or whether the actor turned himself or was taken into custody against his will.

A spokesman for Brand could not be reached for comment.

But Brand defended himself with an ironic comment on his Twitter page on Wednesday. "Since Steve Jobs died I cannot bear to see anyone use an iPhone irreverently, what I did was a tribute to his memory," Brand said.

Brand and pop star Katy Perry finalized their high-profile divorce earlier this year, ending a marriage that lasted just over a year.

The star of such films as "Arthur" and "Forgetting Sarah Marshall" has had numerous run-ins with the law over the years, and he has been public about his past drug use.

Last year, he was deported from Japan over his criminal history when he was trying to visit Perry on her concert tour in the country. In 2010, he was arrested for an alleged attack on a paparazzi at a Los Angeles airport.

May I Pet Your Dog? | Victoria Stilwell Positively

Thankfully, that phrase is fast becoming a regular part of our civic language as parents continue to educate their kids (and themselves) about safe dog interaction protocols. For too long, too many incidences ranging from the annoying to the tragic have occurred due to parents allowing kids to wander up to dogs in homes, parks and playgrounds and initiate contact in an unsafe and inappropriate manner.

While there is still much work to be done about this issue, safe greetings (or avoidances) are on the rise and progress is being made thanks to an ongoing and persistent effort to educate parents and kids.

I just returned from my morning walk with Jasmine and Sadie, and our path today took us by a popular neighborhood playground full of toddlers and young preschoolers. As we filled up the dog bowl at the park water fountain (it's almost 80 degrees here today!), two very young girls approached and asked that all-important question:? "May I pet your dogs?"

Since Jasmine was pretty wired after having been in a particularly engaged squirrel-chasing mode immediately prior to this encounter, I replied that they certainly could pet the larger brown dog, Sadie, but that I'd prefer they not touch little Jasmine.? Jasmine is our work in progress and can still be somewhat reactive in certain situations after a hellish start to life, while Sadie is our bombproof, child-loving, wannabe therapy dog in situations like this.

Problem is, the little girls were predictably both enamored of darling little Jasmine (no bigger than a large ferret), and kept insisting that they should pet her, too.? It took some serious leash wrangling and persistent maneuvering to keep them from crowding Jasmine - something that wouldn't have been good for any party involved - but they eventually got the message and focused on loving Sadie before returning to their rock climbing wall.

This brief episode highlights a crucially important point:? just because someone starts the process correctly by asking the question, 'May I pet your dog' doesn't mean that they will follow through with good results or even listen to the answer.? I think it's vital that we not only teach our kids to ask first before petting (and then only if they know the dog handler, ensure that it isn't a stranger, and still have the parent/guardian nearby), but also that we encourage them to listen to and respect the answer that the dog's owner provides.

So next time you're working with your kids on dog safety and etiquette, be sure they know how to make the entire encounter a safe one, and not just pay lip service to what they think we want them to say.

Russian Orthodox Church: Ban homosexuality 'propaganda' among minors

A controversial new law enacted in St. Petersburg and three other Russian regions, aimed at banning "homosexual propaganda aimed at minors," has members of Russia's besieged gay community worrying that all progress toward civil rights for sexual minorites in recent years might be thrown into reverse.?

The law, signed last week by St. Petersburg Gov. Georgy Poltavchenko, would impose the equivalent of a $16,000 fine upon anyone "making public actions among minors for the propaganda of homosexuality, lesbianism, bisexuality or transgenderism (LGBT)." Similar laws have recently been enacted in the Russian regions of Ryazan, Archangelsk, and Kostroma.?

Today the powerful Russian Orthodox Church?weighed in with a call for the Duma, the lower house of parliament, to pass a national version of that law.?

"The determination displayed by representatives of sexual minorities and their desire to continue rallying outside children's establishments indicate the timeliness of this regional law, which should, without delay, be given federal status," said Hieromonk Dmitri Pershin, the Orthodox Church's representative on youth issues, according to the official news agency RIA-Novosti.?

Leaders of the lesbian, gay, bisexual, and transgender (LGBT) community say the new laws are not grounded in sound legal concepts, are vaguely written, and seem mainly designed to validate widespread public hostility toward gay people.?

"No legal experts seem able to explain how this law would be applied in practice," says Polina Savchenko, general manager of Coming Out, a St. Petersburg LGBT group. "There is a fear that it will be used as an instrument to prevent any kind of activity the state doesn't approve of. The language of the law is so vague that it could apply to any kind of public discourse, any discussion of gay issues, in almost any venue. I mean, how can you be sure that minors won't access the Internet, or read mass media discussions?"

"We already live in a very homophobic environment, and this law just pushes us back in time. In the minds of people, it makes discrimination against gay people appear to be legal again," she adds.?

Russia decriminalized homosexuality in 1993, but social hostility remains widespread, with gay pride parades routinely banned in Moscow and other cities, and meeting places frequented by LGBT people subject to frequent police raids.?

A 2010 poll by the independent Levada Center in Moscow found that 74 percent of Russians regard homosexuality as a result of bad moral choices, or think of it as a "disease." Only 15 percent thought it is just another sexual orientation that "has the same right to existence" as heterosexual lifestyles, 5 percent fewer than in a similar survey five years earlier.?

"The church is not the initiator of [these laws], but many believers have been waiting for such legislation to appear," says Vsevolod Chaplin, head of the Moscow Patriarchate's department of cooperation with society. "The propaganda of [homosexual lifestyles] should not take place where minors can feel its influence; the same is true about heterosexual lechery?. Public manifestations of this way of life are unacceptable for the majority of society. It is our duty to secure our children against it. That have no right to promote their way of life."?

Mr. Chaplin frequently generates controversy by advocating for the Russian Orthodox Church's conservative positions, particularly on women's issues. Last year he called for a national dress code?that would put pressure on women to shun miniskirts and excess makeup.?

Nina Ostanina, a Communist Party deputy who sits on the Duma's committee on family and children's affairs, says there's a possibility that the regional laws might be declared unconstitutional by courts and therefore, she says, the Duma should pass a national law or hand the protection of children entirely over to regional legislatures.?

"Russia has already stopped being a unified state from the point of view of legal differences," Ms. Ostanina says. "It's up to the regions to solve this; for me, it's not a violation of the Constitution. People who are a minority in the society should not advocate the fact that they are different from other members of the society."?

Ms. Savchenko says that the proposed national law would chill any hope of carrying out a dialogue that might, over time, ease society's homophobic attitudes and promote broader acceptance of LGBT people.?

"How can you have a conversation, if one side is constantly in fear of legal retribution?" she says.

The end result after liposuction is typically a slimmer or curvier appearance. Recovery from this procedure usually takes only a couple weeks.

- Tummy Tuck: Many people confuse this procedure with liposuction, but they are actually very different. - Breast Augmentation: This procedure is one of the most popular types of plastic surgery among women. Through the use of silicone or saline implants, the breasts are surgically enlarged. Women may choose to have this procedure to enlarge both breasts, to replace a breast following mastectomy, or to correct an asymmetrical appearance of the breasts. Silicone implants seem to be more popular because they have a more realistic look and feel. The implant is usually inserted under the chest muscle through an incision in the armpit, near the nipple, or under the breast tissue. The incisions will result in scars, so surgeons typically try to make the incisions as unnoticeable as possible. Most patients require one or two weeks for recovery, and high-impact activities should not be resumed for a longer time period.

- Rhinoplasty: This type of plastic surgery is also known as a nose job. The surgeon reshapes the nose, making it larger or smaller to create a more symmetrical appearance with the rest of the facial features. In some instances, this procedure can also be done to improve breathing, such as when the patient has a deviated septum. This is one of few plastic surgery procedures that may be covered by health insurance. Bruising is common after this surgery, and it can take about ten days to heal.

- Facelift: During this procedure, the surgeon removes excess fat and tightens the muscles of the face before re-draping the skin. This is commonly done to eliminate the signs of aging, such as wrinkles and sagging skin. Incisions are usually hidden near the hairline or behind the ears. Patients usually return to normal activities in two to three weeks, but healing may continue for a few months before final results are visible.

Japan marks 1 year since quake, tsunami disaster

RIKUZENTAKATA, Japan (AP) ? For 70-year-old Toshiko Murakami, memories of the terrifying earthquake and tsunami that destroyed much of her seaside town and swept away her sister brought fresh tears Sunday, exactly a year after the disaster.

"My sister is still missing so I can't find peace within myself," she said before attending a ceremony in a tent in Rikuzentaka marking the anniversary of the March 11, 2011, disaster that killed just over 19,000 people and unleashed the world's worst nuclear crisis in a quarter century.

Across Japan, people paused at 2:46 p.m. ? the moment the magnitude-9.0 quake struck a year ago ? for moments of silence, prayer and reflection about the enormous losses suffered and monumental tasks ahead.

Japan must rebuild dozens of ravaged coastal communities, shut down the crippled Fukushima Dai-ichi nuclear power plant and decontaminate radiated land so it is inhabitable again.

These are enormous burdens on a country already straining under the weight of an aging, shrinking population, bulging national debt and an economy that's been stagnant for two decades.

Prime Minister Yoshihiko Noda reminded the Japanese people that they have overcome many disasters and difficulties in the past and pledged to rebuild the nation so it will be "reborn as an even better place."

"Our predecessors who bought prosperity to Japan have repeatedly risen up from crises, every time becoming stronger," Noda said at a ceremony at the National Theater attended by the emperor and empress.

Later, he told a news conference he hoped to see the disaster-hit areas fully rebuilt when "babies born on the day of the disasters turn 10 years old."

The earthquake was the strongest recorded in Japan's history, and set off a tsunami that swelled to more than 65 feet (20 meters) in some spots along the northeastern coast, destroying tens of thousands of homes and causing widespread destruction.

All told, some 325,000 people are still in temporary housing. While much of the debris along the tsunami-ravaged coast has been gathered into massive piles, only 6 percent has been disposed of through incineration.

Very little rebuilding has begun. Many towns are still finalizing reconstruction plans, some of which involve moving residential areas to higher, safer ground ? ambitious, costly projects. Bureaucratic delays in coordination between the central government and local officials have also slowed rebuilding efforts.

In Rikuzentakata, which lost 1,691 residents out of its pre-quake population of 24,246, a siren sounded at 2:46 p.m. and a Buddhist priest in a purple robe rang a huge bell at a temple overlooking a barren area where houses once stood.

At the same moment in the seaside town of Onagawa, people facing the ocean pressed their hands together in silent prayer.

Memorial services continued into the night. In Ishinomaki, survivors lit some 2,000 candles to mourn for the victims.

The memories of last March 11 are still raw for Naomi Fujino, a 42-year-old Rikuzentakata resident who lost her father in the tsunami. She escaped with her mother to a nearby hill, where they watched the enormous wave wash away their home. They waited all night, but her father never came as he had promised. Two months later, his body was found.

"I wanted to save people, but I couldn't. I couldn't even help my father. I cannot keep crying," Fujino said. "What can I do but keep on going?"

In Tokyo, anti-nuclear demonstrators waving banners, beating drums and shouting slogans marched to the headquarters of Tokyo Electric Power Co., the operator of the Fukushima nuclear plant.

As dusk fell, protesters holding candlelit lanterns linked arms to form a human chain nearly all the way around the parliament building.

Public opposition to nuclear power has grown in the wake of the Fukushima disaster, the worst since Chernobyl in 1986. The tsunami knocked out the plant's cooling systems, causing meltdowns at three reactors and spewing radiation into the air. Some 100,000 residents who were evacuated remain in temporary housing or with relatives.

Only two of Japan's 54 reactors are now running while those shut down for regular inspections undergo special tests to check their ability to withstand similar disasters. They could all go offline by the end of April if none is restarted.

The Japanese government has pledged to reduce reliance on nuclear power, which supplied about 30 percent of the nation's energy before the disaster, but says it needs to restart some nuclear plants during the transition period.

Emperor Akihito, 78, who recently underwent heart bypass surgery, voiced concern in a speech at the national memorial ceremony about the difficulty of decontaminating land around the plant. Workers are using everything from shovels and high-powered water guns to chemicals that absorb radiation, but it is huge, costly project fraught with uncertainty.

The Environment Ministry expects it will generate at least 130 million cubic yards (100 million cubic meters) of soil, enough to fill 80 domed baseball stadiums.

"We shall not let our memory of the disasters fade, pay attention to disaster prevention and continue our effort to make this land an even safer place to live," Akihito said.

In December, the government declared that the crippled Fukushima plant was basically stable and that radiation has subsided significantly. But the plant's chief acknowledged recently that it remains in a fragile state, and makeshift equipment ? some mended with tape ? is keeping crucial systems running.

Enormous risks and challenges lie ahead at the plant, including locating and removing melted nuclear fuel from the inside of the reactors and disposing spent fuel rods. Completely decommissioning the plant could take 40 years.

Noda has acknowledged failures in the government's response to the disaster, including being too slow in relaying key information and believing too much in "a myth of safety" about nuclear power.

In a statement from Vienna marking the anniversary, the International Atomic Energy Agency called the Fukushima accident "a jolt to the nuclear industry, regulators and governments."

Although it was triggered by a natural disaster, the accident highlighted "existing weaknesses" in regulatory oversight, accident management and defense against natural hazards, the IAEA said.

For Tamiko Oshimizu, the day brought a sense of closure.

Shown on TV wearing protective coveralls and a surgical mask to protect against radiation as she joined a small group of evacuees entering the 12-mile (20-kilometer) no-go zone around the Fukushima plant, she placed a bouquet at the site of her aunt and uncle's former house in Namie.

"You must have been so scared," Oshimizu said, referring to her relatives, who perished in the tsunami. "Until today I was not able to accept the reality. But today I'm going to face it and move on."
