L.A. Will Waive Fees to Attract TV Pilot Production

The Los Angeles City Council on Tuesday passed a measure to waive fees for producers who shoot television pilots on location in the city.



The measure, which comes after years of declining pilot production in L.A., was first authored last year by Eric Garcetti, who in his recent campaign for mayor promised to find ways to stem runaway production and improve the environment for movie and TV production.


Garcetti is expected to sign the measure into law within a week and it should take effect soon after.

"Our economy is my top priority" said Garcetti, "and the entertainment industry generates more than 500,000 jobs in L.A. Focusing on TV pilots not only supports a key part of the industry, it can lead to a huge long-term dividend if a series gets picked up."


The production of TV pilots in Los Angeles, as tracked by Film L.A., has fallen from 2006-2007 when 82 percent were shot in the city to about 52 percent in the most recent pilot season. Studies have shown that there is a direct link between where a pilot is shot and where the show is ultimately produced, so grabbing pilot activity is crucial to keeping the jobs in Los Angeles.


In urging passage, L.A. City Councilman Paul Krekorian told his fellow council members: ""When production leaves Los Angeles, the loser is not the big studio, the loser is not the famous producer, the loser is not the A-list actor. The loser is the person who gets up early in the morning, drives to work in a pick-up truck in order to serve as a carpenter on a set, or the person who has been working their entire career as an electrician in the film industry, or the seamstress, or the other below-the-line workers or other middle class workers who don't travel to Vancouver or to New Mexico or New York to go with a production. Those are the people who don't work when we don't have production here in Los Angeles. 


This is another step by Garcetti, who in late September appointed former TV Academy president and Hollywood executive Tom Sherak as his film czar, to work to stem runaway production and lobby Sacramento legislators to increase and extend the current $100 million annual allocation of tax incentives to keep movie and TV jobs in California.

Red Bull


Sebastian Vettel, Red Bull, Suzuka, 2013Sebastian Vettel – Didn’t take pole position for the first time at Suzuka but had his KERS been working he would probably have found more than the tenth of a second that separated him from Webber. From the outset he played the tyre management game to allow him to run a short, aggressive final stint. When the crunch time came he wasted no time passing Grosjean to clinch a satisfying win which puts the championship destiny almost beyond doubt.


Mark Webber – Webber hasn’t always been close enough to Vettel this year to take advantage when his team mate has a problem but he was at Suzuka and pushed his team mate hard for the victory. Said he was “surprised” to be switched to a three-stop strategy[1] but was able to use his superior speed in the final stint to pass Grosjean. Had he done so more quickly he could have gone after his team mate.


Ferrari


Fernando Alonso – Held his hands up after being beaten by Massa in qualifying and admitted he hadn’t been quick enough[2]. His race pace was better but he spent the first stint stuck behind Massa. He took advantage of traffic in the second stint to get past Massa, then later demoted Hulkenberg when the Sauber driver’s tyres began to drop off. That gave him fourth place, and he felt no more was possible under the circumstances[3].


Felipe Massa – Would Massa “drive for himself”, as he told Brazilian media after being dropped by Ferrari, or would he “definitely help” his team mate[4] as Luca di Montezemolo insisted? That was answered in the first stint when Massa repeatedly ignored Ferrari’s instructions to let Alonso through, delivered through the radio code “Multifunction strategy A”. Hulkenberg took advantage of the situation to jump both Ferraris, then Alonso finally found a way past his team mate, after which Massa picked up a penalty for speeding in the pits and fell to tenth.


McLaren


Jenson Button – Set the same time to within a tenth of a second on three separate occasions in qualifying and felt he’d wrung all there was from the MP4-28. Driving to the grid he chose to reduce the front wing angle on the car but quickly regretted the decision, suffering understeer which wasn’t cured until the last stint. Held off Massa for ninth.


Sergio Perez – Crashed at Spoon during second practice, which he said was his mistake as he’d touched the artificial grass on entry to the corner. Narrowly missed Q3 but started well, only to lose time when Rosberg came out of the pits immediately in front of him. Like Button he had a slow pit stop as well. His left-rear tyre was punctured in slight contact with Rosberg, which killed his chances of scoring points.


Lotus


Romain Grosjean, Lotus, Suzuka, 2013Kimi Raikkonen – Crashed in Friday practice – for the second weekend in a row – missing valuable race simulation time. Raikkonen’s been unhappy in qualifying since the new tyres were introduced and although he made gains in Japan he remained in the lower reaches of the top ten. Had wheelspin at the start which cost him places but he made progress from there on. A weekend which started poorly ended up with a brilliantly-judged pass on Hulkenberg for fifth place on the outside at the chicane.


Romain Grosjean – Surely his best F1 performance to date with a solid qualifying effort followed by an outrageous start from which he emerged as an unlikely threat to Red Bull. Led comfortably for almost half of the race and did well to hold off Webber as long as he did before taking another podium finish.


Mercedes


Nico Rosberg – An unsafe release from the pits dropped him back into the pack where he ended up scrapping with Perez. Like his team mate in Korea he spent the latter part of the race stuck behind a Sauber, Gutierrez limiting him to eighth.


Lewis Hamilton – The merest touch of his right-rear tyre against Vettel’s front wing was enough to give him a puncture as he dived between the Red Bulls off the line. From looking likely to take second at the start he was soon out of the race.


Sauber


Esteban Gutierrez, Sauber, Suzuka, 2013Nico Hulkenberg – Beat Alonso and Raikkonen in qualifying but couldn’t keep them behind in the race. However he held them off as long as he could until his tyres began to give up.


Esteban Gutierrez – Points looked unlikely when he lined up 14th on the grid but a superb start, gaining five places, brought him into contention. Gave away a position to Raikkonen though it was one he was always going to struggle to keep.


Force India


Paul di Resta – Ended his strong of retirements and took 11th, unable to resist Button in the latter part of the race. Still he was happy with the improved balance of the Force India.


Adrian Sutil – A crash in final practice forced him to change his gearbox, and after failing to escape Q1 he started last. Up to 16th by lap one, he gained two more places by the end of the race despite being passed by both Toro Rossos in one lap later on.


Williams


Pastor Maldonado – Went off twice in practice, but the first spin in Q1 was due to a wheel which hadn’t been attached properly and fell off[5]. The stand-out moment of Maldonado’s race was his desperate lunge down the inside of Bottas on his final lap, signalling his eagerness not to finish behind his team mate.


Valtteri Bottas – Impressively out-qualified Maldonado on his first race at a real drivers’ circuit. But his tyres went off badly in the final stint, losing four places in the last three laps.


Toro Rosso


Start, Suzuka, 2013Jean-Eric Vergne – Knocked out in Q1 after a bizarre incident when he left the pits with both rear brakes locked[6] – he thought his engine was down on power – which then caught fire. An early pit stop in the race didn’t work out for him as he became stuck in traffic. But three-stopping gave him the benefit of fresher tyres later in the race, allowing him to pass the Williams drivers and Sutil.


Daniel Ricciardo – Tried to make an alternative strategy work, starting on the hard tyres. But he became the latest driver to be penalised for completing a pass by going off the track on the outside of the corner, which he was deeply unimpressed with[7]. His drive-through penalty confined him to 13th place.


Caterham


Charles Pic – Already carrying a ten-place penalty into the race weekend, Pic committed much the same infraction he had in Korea – passing a red light without stopping – and earned an unprecedented drive-through penalty which was declared before the race had begun[8]. Despite that he was quick enough to beat the sole surviving Marussia home.


Giedo van der Garde – Collided with Bianchi at the start, putting both out. “I was squeezed between both the Marussia cars and had nowhere to go,” he said. “I lost my front wing in contact with Bianchi and then the car went straight off and into the wall.”


Marussia


Jules Bianchi – Hit the barrier at Degner 2 in first practice when his arm got caught against the side of the cockpit. Unfortunately that ruled him out of second practice as well[9]. Beaten in a straight fight by his team mate in qualifying for the first time, he was taken out on lap one of the race. “As I turned into the first corner on the opening lap, van der Garde hit my rear wing which pushed me off track and into the gravel.” A wasted weekend in which he completed just 32 laps, most of which in Saturday’s hour of practice.


Max Chilton – Out-qualified Bianchi on merit for the first time the year. But despite Pic having a drive-through penalty he was caught and passed by the Marussia seven laps from home after his tyres began to go off.

Labelle, Latifah honorees of Black Girls Rock!

ATLANTA (AP) — Patti Labelle is a known diva and Queen Latifah does not consider herself one, but both will be among those honored as part of the Black Girls Rock! awards show on BET.


Black Girls Rock! founder Beverly Bond announced the show's honorees in a statement Monday. Other honorees include tennis champion Venus Williams, screenwriter-producer Mara Brock Akil, ballet dancer Misty Copeland, community organizer Ameena Matthews and children's rights advocate Marian Wright Edelman.


Actresses Tracee Ellis Ross and Regina King return as hosts of the ceremony, which will air Nov. 3. It will be taped later this month at the New Jersey Performing Arts Center in Newark, N.J.


Black Girls Rock! is a nonprofit organization that mentors young black girls and works to fight negative images of black women in the media.

Blast at Myanmar luxury hotel wounds American tourist

YANGON (Reuters) - It was just before midnight when the crude time-bomb exploded in the ninth-floor guest room in the luxurious Traders Hotel in Myanmar's biggest city, badly wounding an American tourist and showering the streets below with glass.


A police source told Reuters the explosion late on Monday was part of a coordinated series of bomb attacks across Myanmar by an "organized group", targeting tourist haunts, a Buddhist temple and other public places. It was the seventh blast since Friday and was followed by two more explosions early on Tuesday.


Soon after the bomb went off at the Traders in Yangon, another device exploded in the parking lot of the Shwe Pyitsone Hotel in Sagaing region and another at a pagoda, Sagaing police and a government official said. There were no casualties.


The bomb attacks are the latest violence in a year that has seen the euphoria over democratic reforms give way to a wave of sectarian attacks that has spread across Myanmar, also known as Burma.


Anti-Muslim unrest simmered under the military junta that ran the Buddhist-dominated country for nearly half a century. But the worst has occurred since the quasi-civilian government took power in March 2011.


Police and diplomatic sources, however, said it was not clear if the blasts were connected to religious unrest.


"I think these blasts and aborted attempts were carried out by a systematically organized group," said one police official in Yangon who declined to be identified because he is not authorized to speak to the media.


"By the look of the devices they used, and the way they carried it out, they must have been trained in terrorist acts systematically." He said devices found in Mandalay and Yangon recently were made in the same way, with hand-grenades.


Police are already investigating the series of bombings that began on Friday, when an explosion killed two people in a guesthouse in the town of Taungoo, about 55 km (35 miles) from the capital, Naypyitaw.


There are few hotels with as much symbolic significance in Yangon as the 22-storey, 334-room Traders, owned by billionaire Robert Kuok's Shangri-La Asia Ltd. It is a hive of activity; businessmen, journalists, tourists and aid workers mingle in its lobby.


Until this year, several U.N. agencies had offices there.


TRYING TO CREATE WORRY?


According to a Reuters witness and police, the bomb in the Traders appeared to go off in the bathroom in a room overlooking Sule Pagoda road, a main thoroughfare.


"It sounded like a subdued explosion," said Graeme Romer, a guest staying on the eighth floor.


He said he went downstairs to the lobby and saw an injured woman wrapped in sheets lying on the floor. "She was bleeding profusely," Romer said.


The woman was on holiday with her husband and two children who were not injured.


Two bombs exploded in Yangon on Saturday, according to police, one at a bus stop that caused no injuries and another that slightly wounded two boys. Police said they found an unexploded bomb in a Yangon restaurant on Monday.


Authorities have not said who they think is behind the bombings, although presidential spokesman Ye Htut linked them to Myanmar assuming chairmanship of the Association of Southeast Asian Nations (ASEAN).


"It must have been carried out to create worries and concern among the people and to make the international community doubt the security standard in Myanmar at a time when Myanmar is going to take the ASEAN chair," Ye Htut told Radio Free Asia's Burmese-language service.


Myanmar has been hit by bombings before. Three explosions during a traditional new year festival in 2010 killed at least 10 people. In May 2005, three bombs at a convention center and markets killed 23 people.


Authorities blamed the 2005 bombing on ethnic rebel groups and a government in exile.


A Southeast Asian diplomat in Yangon cast doubt on the involvement of ethnic rebels this time. "I think there could be a connection with some group outside the country."

Bounty Hunter - Vince (Short Story)

Hey guys, this is going to be a short series, following a bounty hunter named Vince. Hope you enjoy my first public writing, and I would greatly appreciate some feedback.

Chapter One: Hitch a Ride

Vince pocketed his olde lighter as a puff of dark smoke escaped his lips. A cigar he purchased from one of the small Haernix flea markets laid idly in his left hand, as he leaned against box-car of the transport train, "The Ferryman." The caboose was empty, both on the inside, and on the balcony ledge he was now perched against. Heavy rain slapped against the awning above his head, and thunder rolled lightly while Vince watched the smoke slowly dissipate against the dark environment. Before the bounty hunter was able to take another drag, the caboose door opened with a nasty, rusted sound.

"Vincent Erek, I presume?" A middle-aged man's voice sliced through the dark and dreary scene. The man's voice seemed well rehearsed, but Vince knew better. Without waiting for an answer, the man set a package down on the center of the balcony. "Your contractor has sent me with this. He wants to make sure that you know he is serious when he says that no one is to survive this trip but you, and I." Vince turned to get a mental image of the man. He was middle-aged, as his voice suggested. To a common man, he would appear to be as dull as any other politician: top hat, monocle, badly groomed trader style mustache, and cologne he probably paid too much for. But, judging by the perspiration gathering on his upper lip, the slight pit stains that were forming up on the man's coat, and his jittery movements, Vince was positive the man had never been this close to an open fire fight.

"I suggest you sit back here then, sir." Vince let his southern drawl work slowly, and it almost seemed to ease the man down a bit. "I'll be done soon. Make sure you get a ride off this bucket before it reaches port." The man nodded, almost eagerly. He must have been glad not to have to be a part of this bloody business.

The door closed behind Vince as he made his way through the dark caboose. To most, the room would be hard to navigate, being dark as it was. However, being imbued by the Magi had its perks. You see, Vince grew up in a small village outside of Haernix, the capital city of Deris-5. The village was made up of Magi and Mancers; those who practiced augmenting the body with a mixture of robotics and ancient runes. Under his dark over-coat, his body was scrawled over by tattooists, who inscribed upon him many abilities. One of them being enhanced sight. Even in the dark, he was able to see it all. everything was visible; the rats skittering across the broken boards in the corner, the broken glass of the window Vince had used to enter the caboose illegally, and a man standing in the corner with a pistol drawn.

Fortunately, the man he saw was his own reflection. Vince's jaw loosened, and he let his weapon fall idly in his hand. "You need to calm down..." He said, more to make himself remember he was still alive than anything. His reflection almost made him weary; Vince often dressed to kill. His sleeked back black hair was covered by an olde looking hat, worn by cowboys thousands of years before. His face was mostly covered by a matching bandana, in case any security drones were lurking nearby. His lightly glowing blue eyes were the most prominent part of his face, giving him a supernatural look. A black trench-coat covered a black under-shirt and a Kevlar vest. As well as that, a pair of black combat boots stuck out from underneath his coat. They were steel-toed, meant for breaking legs or kicking foes. Under his coat, two olde Revolvers sat in place, waiting. His guns, Kane and Able, were eight-shot Mercuriam Shooters, the finest weapons available in three planetary systems, even though they were primitive in the sense that they still shot physical ammunition. Most military groups and enforcers have made the switch to energy weapons.

"Psh..." Vince scoffed at his own image. He took his mostly spent cigar, and burnt the ashes out on his reflection. Then, he smashed the mirror with his fist. From under the glass, a small item flew out. It was half of Vince's payment. He would receive the other half, as long as the Ferryman arrived with a ghost crew aboard.

Moments later, the bounty hunter found himself on the roof of the second car of the transport train. Being an electromagnetic train, he felt a little awkward looking down. The train was suspended by an over-railway, held only by an electrical current. It seemed dangerous, but it was the fastest way to travel planetside nowadays. If the magnet were to touch the railing, the train would likely explode. Luckily, the Ferryman was on a rarely used railway, and the only trains nearby would carry allies of the men Vince would be killing. With the rain pinging against the roof of the car, the men inside would not know about Vince until it was time. By then, it would be far too late.

Vince tried to listen through the thin train roof, but even with his augments, the rain and thunder, and the whirring of terrain flying by the train made it impossible for any man to hear inside. He had to make a guess; there was probably a man at the rear door. More than likely, two or three men would be playing Xerith Poker at the playing table near the center of the car. If his target had not moved, he would be here, and catching him off guard would prove useful. However, if he was not, he probably would have left two guards at the door between this, and the car that held the mobsters' terrain riders. The entrance plan was simple enough, he supposed: break in, kill everyone, break out.

Without hesitation, Vince jumped backwards, grabbed the side railing, and used the momentum to launch his body feet first through the train's window. Runes began to glow so brightly, that they were visible through his over coat. The men appeared to sluggishly turn towards Vince, as he pulled both of his weapons from their holsters. Loud, gunpowdered shots rang out, and each man fell slowly to the train floor in seconds. They never stood a chance. He counted four shots, five dead. A bullet ricocheted through the skull of his first victim, into the second's eye. The men were still falling as Vince put his weapons to his side. The runes that were still lit were increasing Vince's body speed by ten times, making everything appear to be in slow motion. Glass was still shattering, a deck of cards was still flying, and one man was still falling forward from being shot in the back of his spine. His target was not among the bodies. Unfortunately, that would make his job much more bloody.

Vince peered into the broken glass of the next door, now that his runes had stopped. They would need time to recharge, so the next room would have to be done the olde fashioned way. "Your time's up, Dean!" He yelled through, hoping his target would fear Vince even more. When no response came, Vince kicked the door open, and pointed both weapons. Nothing stirred, so he progressed. This car was lined with the gravity powered speeder bikes that these gangsters often rode. Primitive, but effective. Vince could see where they were coming from, with that choice. The next door loomed, and shadows danced about from inside. Men preparing for an assault. Vince would show no mercy.

Runes began to glow, and he used them to kick the door with force, bringing it off of its hinges, and sending it into a couple of straggling enemies. Two men fell under the door, and were killed on impact. Three more men, hiding behind train cars, began to shoot frantically. Vince dove quickly left, firing in mid air, as bullets whiffed by him. He hit a man in the shoulder, and sent him spiraling to the ground, while the others kept on shooting with automatic weapons. Vince hit the ground with his shoulder, and rolled, keeping his body to the left of the car. Another man showed himself, and opened fire while his friends reloaded, almost simultaneously. Popping his guns open, he let his auto-reloader fill the empty slots with ammunition. This time, he replaced them with PC-Nanobot rounds.

Vince sighed, and stood to fire. The shots rang out, and bullets missed by centimeters of his body. His, however, were direct hits. The nano shots ripped the men down quickly, and allowed for quick deaths. The cover they were behind fell under the nano surge as well, but the bots soon dissipated. Vince had to quicken his pace, for he knew that soon the bandits would call for help. Not that it mattered, but he would prefer to leave the railway intact. He kicked the next door in, with a similar response; automatic weapons. This time, he dove forward and fired the rest of his twelve shots. These enemies were either better trained, or lucky, as one of their bullets nicked his shoulder, and another flew through his hat. Men fell over under the hail of nano bullets, and some even fell through the floor that was eaten by the bots. Once Vince hit the ground, he rolled again, ignoring the pain and breaking into a run. This time, he pressed against the wall next to the train, and listened. He couldn't hear the people inside, but vibrations had begun to shake the railings above.

Probably about a mile back, another train was approaching. Vince had no idea how many were on board, but he had to assume the worst. Sighing, he pulled out the trigger device. It was small, but it would cause so much death. Vince hoped the man on the caboose was already gone, as he flicked the switch. An explosion rang out, as the package left on the floor by the middle-aged man let loose enough energy to cause the rain around the train to momentarily suspend itself in mid air. The back two cars were completely destroyed, and the next was torn in half. Chunks of railway flew faster than the train, as they spun into the dark, rainy backdrop. Vince knew that the train behind would be missing plenty of track, and knew that it would fall six-hundred feet, into the murky waters below. However, the train he was on was still moving forward, even as some railway crumbled behind it, so Vince continued.

Only one more train lied between Vince and his target, assuming his target had fled to the front. Vince kicked the door without delay, and aimed. Instead of seeing men flee, however, a more gruesome sight was to be held. An Eratian warrior stood, head hunched barely below the ceiling, and muscles bulged out to outrageous proportions. Metal armor covered his thick muscles, and a pair of beady yellow eyes poked out from his skull face mask. Vince could practically smell his alcohol ridden breath from the other side of the car. "Today, hunter, you are my prey." A meaty arm hooked back to allow the warrior to point to himself, while speaking the last words.
